To Queen’s Landing Homeowners and Residents:

Why after twenty years is Queen’s Landing Drive
now a Fire Lane?

In the past several months your Board of Directors conducted a study relating to parking and parking safety issues. During the study several factors were uncovered. In May 2003 the National Fire Protection Association passed Fire Code 1141-5-(4-2.3) stating that “Roadways shall have a minimum clear width of 12 ft (3.7 m) for each lane of travel, excluding shoulders and parking.” Discussions with the Kent Island Fire Department and the County Sheriff Department revealed that Queen’s Landing Drive and the access to the Fire Rescue boat dock near the clubhouse may not be wide enough for emergency equipment. Following these discussions, the Kent Island Fire Department conducted a “live” demonstration on Queen’s Landing Drive with Tower One, a typical Kent Island fire truck, which clearly revealed that the ENTIRE width of Queen’s Landing Drive is needed to set-up emergency equipment in the event of a fire.

The results of this study were presented to the Board during the July Board of Directors meeting. The Board passed the recommendation that Queen’s Landing Drive be designated a No Parking Fire Lane (see July Minutes, www.queenslanding.org)

Queen’s Landing Rules and Regulations, Section G2 states that no one shall “….impede or obstruct the passage of emergency vehicles”. In addition, our towing policy allows for a 24 hour waiting period after ticketing an illegally parked vehicle, except in cases of emergencies. Your Board considers parking in the Fire Lane a potential emergency and will move quickly to locate the car’s owner or if the owner cannot be located, order the immediate towing of the car at the owner’s expense. Please avoid stopping or parking along Queen’s Landing Drive as this may result in immediate towing of your vehicle.

We realize this is a significant change and appreciate your patience and understanding as we move forward to make Queen’s Landing a safer place for all residents.

Illegally parked vehicles will be towed at owner’s expense

Our community continues to deal with illegally parked vehicles and improper parking in and around the Club House parking lot and on Queen’s Landing Drive. As a quick review, an illegally parked vehicle refers to any vehicle which is parked in an area marked with a “No Parking” sign, vehicles blocking emergency ingress and egress, or any vehicle parked on grassy Common Elements. Also, the Common Elements may only be used for the purposes for which they were intended and shall have mutual rights of access, use, and enjoyment by all unit owners. This includes roads and parking areas on Queen’s Landing. Vehicles that are illegally parked will be tagged with a 24 hour notification to move the vehicle or it will be towed at the owner’s expense.

Remember, residents are required to display the Queen’s Landing stickers on the front windshield of their vehicle.

It is highly recommended that everyone who is a resident of Queen’s Landing review the parking rules found in the Queen’s Landing Rules and Regulations, Section G2, “Parking Rights and Restrictions”. Please look over the rules so you won’t be faced with an accidental expense of towing.

Kids and Their Toys
Our community is currently facing a challenge concerning skateboarding and bike jumping, so let’s clear any misunderstanding in this matter. Skateboarding and rollerblading is PROHIBITED anywhere on Queen’s Landing property in accordance with Rule I. Bike jumping in the community, even though not prohibited, is a SAFETY issue and is aggressively discouraged. Curbs, roadway islands, and speed bumps are not intended for the enjoyment of bikers to exhibit their biking talents.

WE NEED YOUR HELP.
As some of the children are not residents of Queen’s Landing, the Covenants Committee needs your help in identifying individuals, resident and non-resident, who violate our Rules. Please use the
Covenant Violations Forms if you have knowledge of the names or addresses of kids skateboarding or you observe unsafe acts of biking.

PARENTS
Please review Rule I of the Queen’s Landing Rules and Regulations and if your child owns a skateboard or rides a bike, please help us to preserve the safety and enjoyment of our community by ensuring your child understands the rules.

Talking Trash
As spring approaches, we will be enjoying longer days with many of our residents returning to enjoy the special surroundings that only Queen’s Landing can offer. To maintain the beauty of our community we again remind everyone to be considerate to your neighbors and the community by complying with Rule I(h) “Trash Pickup”. Place your tied trash bags out on the curb only AFTER SUNSET and if you are here for the weekend, please place your trash in the bends located at the clubhouse or the soon to be available at the maintenance facility when you leave or arrange for your neighbor to place your trash out AFTER SUNSET……and let the Covenants Committee know of violations you witness by using the Covenant Violations Form or fill out a form located at the QL On-Site Office. Please help us maintain the beauty of our community.

Pet Deposits
A messy subject at its best. Queen’s Landing is once again in the midst of an environmental and health dilemma. Simply put, residents and users of our scenic walking path and other areas of our community are deliberately failing to comply with QL Rules & Regulations, F, “Any individual who walks a pet is required to pick up and properly dispose of pet waste.” This problem is no longer a nuisance, but a deliberate disregard for the health and enjoyment of every resident of Queen’s Landing. In an effort to clean up this mess, the Covenants Committee urges every pet walking resident…… to carry an extra bag and pick up any pet waste you come across, even if it’s not from your pet…...to be proactive and remind other pet owners that they are required to comply with Rule F…...and let the Covenants Committee know of violations you witness by using the Covenant Violations Form or fill out a form located at the QL On-Site Office.
